Why do silica gel packets have the phrase "do not eat" in quotation marks?

That would be because silica gel is both useful and delicious, but if people ate it all the time then they would have to have it classified as a foodstuff rather than as a dessicant. Rather than going through the hassle of doing so, manufacturers have mounted a low-key but long-term marketing campaign to make sure that as few people as possible sample their yummy, delicious candy in order to avoid administrative overheard.
